I'm trying to setup the Apache 1.3 with activestate perl on a windows 2003 server. It works fine with the shebang on the scripts, but i'm trying to migrate from a IIS. So

You have to set the Perl-Handler in Apache. Just setting the CGI-Handler
means that the shebang must be correct. Normally this is already present in
the perl.conf file. Also note that the default perl script directory is
/perl not /cgi-bin.

Have you been connecting directly to the recipient domains? Most ISPs don't
allow that. You should be connecting to your ISP's relay server.

Judging by the volume
Yes, I doubt my ISP blocking 25 will bother any
serious spammer, but any home user of Outlook now has
to jump through hoops. The Port= option does work in
Mail::Sender too, which I prefer. Thanks for that I
should have taken a look myself. Good old open
source.
