ActiveState ppm build - weird failure reported

Hi, ActiveState currently report that FileHandle::Fmode will not build on Win32. When I click on the "FAIL" link for it at http://ppm.activestate.com/BuildStatus/5.8-F.html (the actual link is http://ppm.activestate.com/BuildStatus/5.8-windows/windows-5.8/FileHandle-Fmode-0.09.txt ) I see: -
