By default IIS5 thinks .cgi will be a regular windows executable. If you
want to use Perl instead, go to IIS Management Console, right-click on
Default Web Server (or whatever virtual directory you want). Click on the
"Home Directory" tab, and then

How do you expect IIS to know how to handle the files unless
you tell it? The .cgi probably isn't mapped to anything.
