That appears to be scuff marks. Perhaps something rubbed into the spine and
left a mark or the cloth is starting to deteriorate and left marks when
something rubbed into it.

Do silverfish like to eat architectural plans? We have a mild infestation and
architectural plans that sit rolled in open cubby holes. I am wondering if I
should be storing the plans inside poly bags.

I would consult with a professional conservator before using either spray paint
or the Great Stuff foam.
Both would likely be irreversible treatments that could create preservation
issues in the future.
