You're right. As others have already pointed out, this kind of things
are common since translating --and maintaining the translation-- a
manual such as this is a huge amount of work.
We do, however, appreciate that people report

Since the translation is done by human volunteers, it is quite trivial,
that pages might get outdated. Although promtly after reading your
notice, I have added a note to docs.php about the translations possibly
being outdated on some pages.

I've found that the mail function page is outdated in ar2.php.net (
http://ar2.php.net/manual/es/function.mail.php )
If you compare it with the one in www.php.net you'll see that in the
original one, mail accepts 5 arguments while in the spanish translation,
only 4.
