I had to tweak things a bit, but the build succeeded:
- The path to the Tcl include files had to be changed to
/cygdrive/c/tcl/include (was: C:/tcl/include and the
colon clashes with the syntax of Makefiles)
- I had to add a path to all separate DLLs to make
test-drv-info do its

I noticed the Cygwin people are quite responsive, notably
Corinna Vinschen, so at the very least you could ask it
again. It may have just slipped through the cracks.
(I remember seeing a very similar post-install error,
