Hello Mark Sorry for the late answer. I just saw your posting. I've just checked with my SC7 and IRBlaster 5.2 and I don't see what you are describing. The delays work as intended. Maybe your preference file needs cleaning up. In SC7 there is a separate preference file for each extra (plugin).
