Yes please do file a bug report. It's not that difficult to recopy
wiped out plugins after an upgrade, but it would be nicer not having to
do this. And this problem does not exist on Windows/Linux, so I guess
it should not happen on a mac either.

I've never lost any plugins on my server, and it's been running for
almost two years continuous. The only change was obviously from 6 to 7
when they all moved to 'App Support'. I tend to download the latest
nightly once a week or more and have never seen this.

As I use iPeng, I tend to install plugins to the folder specified by
it.
BTW, has anyone encountered scanning issues (full scan, recscan for
new/changed music does not work, navigating to a folder and playing an
album does work) since going to 7.1?

For some reason your installation is wiping out that plugins folder.
this didn't occur with my installation of 7.1 from 7.02. I'm running
osx 10.5.4.
also there's been a nice change in the squeezecenter software in that
if you delete your cache folder all of your settings still remain
intact.
Always happens to me when I update SC on Mac.
Maybe it's different whether you use the Plugins folder in the
Library path or in the Application Support section. Although with
the latter some plugins won't work.

My experience is the same as Pippin's - plugins always get wiped.
Look on the status page of SC - there it lists all the folder that SC
checks for plugins. As Pippin, says some plugins do not work in all
folders (this was the case for LazySearch and iPeng IIRC).
