I agree. I think with all the tweaking, it'd take most developers 10
hrs at least. You've got to:
1) parse the rows by employee
2) set up the new worksheet to have columns for all of the cate

Still, if it saves him hours and hours, which it looks like it will, 40 hours
isn't unreasonable at all. Maybe you can convince him.
