First thought. Use a print when condition in your header objects of
_pageno=1. Set remove line if blank.

1. Scan an existing bill that is laid out the way you want with address
info designed to show through the window in the envelope.
2. Make the scanned image of the sample bill a background image on your
report. This image will serve as you layout and format guide.
