I don't know that they do Protel to PADS but Router Solutions http://www.rsi-inc.com
specializes in CAD translation tools. I would tend to think that if anyone can do it,
they can, and if not they'd know and tell you if someone else does.

There is a PADS to Protel translator available for download on the Protel
site. However, the other direction is not supported by Protel. As
mentioned, Router Solutions may be the only possibility.

For what it's worth, I have just done something similar to what
you are suggesting. I have acquired a second hand notebook which
came with a reformatted disk and a copy of NT4 which I have
installed and upgraded to SP6.
I have installed Protel with its SP6 and copied all the .ini,
.raf etc. files
