I've encountered similar issues trying to resolve accented characters for
spanish translations of my web sites. The quickest way I've found to
resolve character set issues was to replace character codes with the html
entity for that symbol. Having said that, try using pound; instead.
Trying using the html entity instead: pound;

Not sure if you are still having issues with this. Might be a dom loading
issue. Try changing to window onload instead of onready.

You can use Form.Observer to watch for changes to any values in a form. This
assumes you have assigned the name attribute to each of your form fields.
