I'm not sure if I'm running into a bug or if I'm missing something. If you enable memory hotplug, we start the VM with 1 GB conventional/fixed memory, and the REST is assigned using hot-pluggable DIMMs. So what you describe looks like your VM does not detect those DIMMs (missing udev rules?)
