From my end user perspective it would sure be helpful to know where/how to
report
bugs against them. Not sure how to recommend making it happen, but if I saw two
similar plugins and one had a start beside it saying it was supported with a
bug
tracker, I'd choose it first :)

I agree too, and it's being more and more used behind other software.
However, with all the formats that GDAL/OGR provides to QGIS, behind the
scenes, wouldn't it make more sense to abstract editable

FYI, I +others converted over 100 icons from pdf/font to svg in a 2 hour
sprint a few months back. We should add something to pull them into QGIS
source for inclusion. Only hold up was that I couldn't get the svg fill
stuff worked out.
