I've imported some vector points and now want to export only the points
from a selected area. Select features allows the selection of points
within a square, which is not the shape or orientation I require. Can I
create my own polygon for point selection?

Once you have selected your points you can export them via Layer - Save
selection as shapefile
The you can manipulate them in other way.

I assume you want the X-Y coords in the CSV, so it's two steps:
1- Use the Vector-Geometry Tools-Add geometry columns to create
two new columns: XCOORD and YCOORD.
2- Open the *.dbf
