I don't think so. I don't have a standalone QGIS installed to test, but I copied it into "C:\Program Files\NIWA_Quantum_Map\bin" (Quantum map is a simplified version of QGIS from NIWA) and it seems to run fine from there. Also, from my osgeo4w install: $ cygcheck designer Found: C:\OSGeo4W\bin
