It sounds like you downloaded a new USGS product format called the GeoPDF. The
".pdf" suffix is the big clue. I don't know if QGIS 3.2.3 can read those files.

If the cpu Is running and you have a PDF on the desktop, remove the PDF from
the desktop. There is an old Windows bug that does that. No link to QGIS if
that is the case.
