I have had that problem since beginning to use QGIS , 2.08 I believe, now

My limited research seemed to indicate that it had to do with the
resolution and size of the PDF or jpeg, it did not seem to matter.

In cases like that, trying not to loose all the work, I duplicate the map
composition and start eliminating items, one by one, and try to export
until I find the bad boy.
Start by the map itself as it is probably the big fish.
