QGIS 1.9.0-30 is no joke? I have no real clue cause I'm on Linux now, but I would advise to delete your QGIS-Folder in your users directory. Anything in there should be incompatible with 3.x anyway. Then restart qgis and the folder should be recreated (thats how it used to be when Í used Windows)
