queue help

Hi I have a problem my server has messages in queue: 21738 messages in queue but not yet preprocessed: 21738 the log file is all unable to open todo/(number)/(biger number) these files do not exist. I am runing on a dual 866 system with 1 gig of ram running va linux2.2.14-VA.2.1smp. There are
