As I had the same issue on opensuse, I had a look at the spec (a modified one
I'm using on OBS). The following section in the spec-file fixes the problem:

I followed the instructions given on the
http://wiki.qmailtoaster.org/index.php/Chkuser page and did a rebuild of
qmail-toaster and installed it. Rebuild and Installation process went smooth
but after installation when i did qmailctl start it showed an error as given
below. I trie
Sorry for inconvenience... i made a mistake in editing the
checkuser_settings.h file which casued the problem. Same has been resloved
now.
