I get an error message ERROR: 7 when I try to remove a proxyVM using Qubes
Manager or the command line. The VM is not running at the time. Can someone
tell me what this means? I'm using 3.2.

A clean install of 3.2 failed at the configuration stage so I am creating and
configuring the sys-net, sys-firewall sys-whonix and all appVMs manually.
