You are not correct when you say you can't use Handlers.
As mentioned, the problem is with the AuthBy RADIUS clause, which does
not support DefaultSimultaneousUse.
Depending on what else you are doing, you can either use cascaded
AuthBy clauses or enclose the AuthBy RADIUS

If you enter a Client address as xxx.xxx.781.xxx
ie. an octet is over 255, Radmin accepts it.

between radpwtst -trace 2 and radpwtst -trace 3 and radpwtst
-trace 4 provides way too much output.
