Twitter is ever changing what technology they use. I don't think it really
matters, it's interesting to see how various things perform.

No, Ruby on Rails does Twitter just fine.
What they are doing though is removing it from the parts where it isn't getting

Java server. From your comment it seems front-end here is referring to
the search service.
