I use exactly this set up on my tandem. For every day use it has a Mark's
Mini rack and front bag, but when touring I add a Tubus Duo. I ordered it
from England because the Silver ones are not exported to the US, but the
black would have done just as well since the rack is almost entirely

Tubus has a good selection of racks. The Duo is handy easy to
install remove, but does require the fork to have eyelets for its
upper mounts. I had these added to my Atlantis. They are mid-fork, a
ways down from the the ones for the mini-front rack. Tubus also has
other low riders
