I don't know your specific load carrying needs, but you could ditch the rack and just use a saddlebag. Some Carradices and the RBW bags are huge. I stopped using a rear rack when I got my Carradice bag, which was bigger than any rack mounted bag I could find, so I didn't need a rack anymore. -

+1 for the Kojaks, at least the 559X32s. They aren't proof against thorns, but they do pretty well for the way they roll. The Big Apples (I used 3 pairs of the 60s) were as close as anything to thorn PROOF without special tubes or sealant, yet they rolled pretty damn' good for all their bulk. OTO
