Looks like a kickstand mount, though most chainstay mounts I've seen have the bolts closer together. I'm kind of intrigued by this. I'm also well past the kid seat stage, but the long top tube, low seat tube, presumably good clearance... might make for an interesting, alternative take on my Clem.
