Update: Frame/fork (with VP Modus headset) + front and rear racks now

That screw should be an M4 x 0.7 mm pitch thread. I think ~16mm in length
should be adequate. Is the nut on the other side still in place?

It generally fits. He would be at the very top of what they suggest for
that size but if going for a road fit with drops being at the top is
preferable to being at the bottom. Most of their "size up" philosophy is
based on upright relaxed riding.

John - Ive ridden extensively with both studs and regular tires through
severe Minnesota and Alberta winters. Back when winters had a fair amount
of temperature consistency I found fat MTB tires were excellent. I loved
when the cold weather hit -19*c and packed snow becomes hard and squeaky.
Roberta, if you have a nearby hardware store, Ace or similar in scale, not
the big box HD variety, they should have the same screw or a capable
substitute.
