I’ll second Irvine/Orange County. Irvine has a wonderful amount of paved trails you can ride. Don’t miss out on the back bay loop (part of the Mountains to Sea Trail). If you come to Orange County there’s also a boardwalk in Newport Beach that would be perfect as it’s flat and has ocean views
