VO City Bike Brake Levers are available in both MTB (22.2mm) and road bar
(23.8mm) sizes. This style came on a used Nishiki Mixty I have and they
have really long levers so I'm not sure they would be that great on M bars
which has a pretty short grip area.
The other option as mentioned is cross
No, I do not like where road levers are placed on M-bars. I do not like them
that far forward.

I have 'em set up on my moustache bar, and I much prefer the non-aero cable
routing for moustache bars.
(VO also has non-aero brake hoods.)

I've always wondered if you could get Paul Components to ream out some levers
to the right diameter. They do it for Thumbies so...

I meant to add that it's possible you would prefer a less aggressive bar
for your style of riding. Perhaps an albastache or albatross or bosco? I'm
glad I didn't go with the moustache bar due to the extra with and less drop
of the albastache.

I went from a 120mm stem on drops to a 70mm Technomic on moustache. The
drop-bar stretch was becoming too much for this old bar-leaner, but I think
the 50mm difference is just right. Moustache on their own have a notably
longer reach than drops

If you were interested I'd trade a set of'93 XO-3 moustache bars that take MTB
levers by design for your m bars. Mine are currently the stoker bars on a
