The bike looks lovely and he Brooks Cambium seems so right for the style.
Regarding the touch-up, I would advise clearcoat afterwards. All auto
touch-up sticks come with clear coat and you will get colour change and
oxidation without. Hard to think of that lovely paint job getting
to do it right requires patience and a steady hand:

I wouldn't use paint thinner either, if WF is recommending nail polish remover.
I would guess they might want acetone, which used to in polish remover. Or you
could get automotive paint thinner, which might be a bit pricey.

I have always wondered why hi end bike makers, especially custom frames,
don't supply an exact paint mfg & color, or better yet, a bottle of touch
up paint. It is easy to identify every other part of the bike, why not the
paint?

Do not use nail polish remover to thin the paint. I have tried this before
and the nail polish remover had more than just solvent in it. It also had
something that caused the paint to coagulate and glob together.I would
use regular thinner.
