My old Pedro's cable cutters cut right through the stays. No
problema. I occassionally touch up the rough cut with a file, because
the black end caps don't tend to hang around very long.

Decker version) cut off tool and then grinding wheel to make it a
touch nicer.

Cut em any way you want then finish them off with twine ending in a
monkey's paw knot and complete it all with shellac.

Don't have experience specifically with SKS stays, but I've been able
to cut others with a linesman's pliers. Takes a bit of hand strength
and more than one pass but it's fast and doesn't require removal.
