I've struggled with Barlow Pass on Synergies. The issue wasn't getting them
on, it was getting the tire to seat evenly all the way around when inflated.
Based on previous threads, I believe this is a rim issue. As for A719s,
they've been very easy every time. I was mounting Smart Sams and
I have not yet tried the supple life with Compass tire offerings but do have a
set of 700c Sun CR18s (Harris Cyclery stock freewheel wheel set) and did find
the fit to be much tighter with some Ruffy Tuffys vs a set of Mavic CXP 22 when
moving the same tires between wheels on my and my wife’s
Stampede Pass on Synergy, cake.

That's very strange. My Elk Passes are loose enough that I can remove and
install them by hand, without a lever. My Furious Freds go on the Velocity
rims easily, although I do need a lever. The Parigi Roubaix, older model,
were indeed tight at first, and required concentrated effort with levers,
Mine have always been easy on, easy off, so I’m not any help. Rims: Atlas and
