I assume the particular example is of a resource identifier in
conjunction with an access point. If so, I'd expect to see the order
reversed, i.e., Continued by: University of Western Australia law review
= ISSN 0042-0328.

I would guess this represents a confusion between the pattern in Area 8
of ISBD(CR) [ISSN = Key title] and the pattern in Area 7 [Key title =
ISSN].

The citation can be as brief as the access point (6.1.3.0.2) or it can
include much more (6.1.3.0.3, the examples show ISBD punctuation as well).
The embedded description can be fill or it can be abbreviated. So
