The setbacks you noted are similar to those in NY.  There are exceptions to the setbacks based upon alternative access to the roof.  These are amendments to the NY Building Code, which amended the IBC/IFC regarding this aspect of solar installations.  Email me off list if you would like slides

Ray Yes you can have a GFI trip as a result of something on the AC side, I had a hard line data line cause a trip of a GFI even though you would not see anything on a meter, had to use a optical bridge to connect, granted this was Sunpower 327's on a Outback 7200 off grid but it can happen. This

If there is any current flow between DC negative and ground anywhere in the system, it will trip.  I would check the dryer for a ground fault, and I would check the system to make sure Neutral is not bonded to ground in more than one place (very common). Most importantly, I would make sure
