Ryan,
Metallic water pipes are supposed to be grounded; but not relied on as
a grounding electrode. So don't try to ground the solar system to the
water pipe because it is supposed to be connected to a grounding
electrode. It should be okay to rely on building steel as the
grounding electrod
The water pipe should already be grounded to the grounding electrode
system. If you connect to that system anywhere, you should be bonded
to metallic water pipes, in a properly constructed electrical system.

When providing a three-line drawing, in New York, on a new construction, few
story building, which means they'll have a ground rod (hopefully) at the
Main cabinet, do you think it's necessary to detail any ground connections
from the solar to the water pipes? No right? (
