You probably already checked this, but have you made sure the transfer switch wasn't switched to bypass?  Also, you didn't mention the age of the system.  I've seen quite a few Outbacks requiring rebuilds at 9+ years.  Usually the control board, but the relays on the AC board can get cooked, if

thanks for the reply jerry, nope, no changes... the first thing i did was to swap mates and saw the same readings. outback customer support said they thought it was the control board (because ac boards rarely fail), so i will do that tomorrow... but thought some wrences might have seen this a
