According to your Opensim.ini, hypergrid is indeed turned on. We
haven't tested anything with HG, so I don't think there is any
expectation it would work. Try turning it off.

I was using RexServer 0.4 to host my own grid, and everything worked
as expected. I followed the documentation on realxtend's wiki to
