This is what I suspect.
The user account you used could have multiple login sessions.
You logged in, had the page open in smartedit or selected in smarttree,
hence locking the page.
You closed your window.

menu/
Find reddot in source code, does MS generate around the reddot
image?
Also, in SmartEdit mode, hoever over reddot, what does the alt text
say?

No. I may have edited template code, but when I made a duplicate of
the page, the Dots worked in that page. I looked at the CSS after
doing a little digging in case there was a zIndex problem, but there
was not.
