Open Text support has confirmed that this feature is not available and
the refernece number is #2155. It is supposed to be added in the
future version of the CMS :)

This has always struck me as very strange behaviour - fixing a typo
requires the page to go through its full workflow, connecting a
completely different structure (e.g. totally changing an entire site's
navigation) doesn't! I think it's just one of the many RedDot quirks
you have to learn to live

of the page.

It may be that the anchor placholder has the option 'not relevant for
workflow' selected... in which case, any changes made to this element
(assigning URL's, connecting up new pages etc) wont require the page
to be submitted to workflow. If so, edit the placeholder and unselect
this checkbox...
