I'm telling you do this-- rpm -ivh --replacepkgs --replacefiles *ftp*.rpm of course make sure you have the rpms first.. you can get them from redhat.com. This will save a lot of problems. I had the same exact problem as you and this fixed it.. if you still have problems reinstall tcpwrappers.
