Assuming you have an appropriate RPM installed and 5.1 hasn't done
anything too drastic:
/etc/rc.d/init.d/news start
By default it gets started at bootup. You really need to read the
documentation in /usr/doc/inn- and configure things

/etc/rc.d/rc.news
assuming
1) you have INN installed/configured
2) you are root
if things aren't configured properly, you will probably get some messages in
/var/log/messages
