Either your resolver lib config is hosed or your DNS server is not loading
the sub domain vn. (see below)

In my lan, Server5 runs RedHat 9.0, bind 9.2.2. Its IP is 192.168.2.15.

apparently, the name server recognizes 192.168.2.13 as
server3.vn.ibs-dp.com as its sole identity. therefore
you should be able to ping server3 with its fully
qualified hostname as server3.vn.ibs-dp.com and not
server3 only.
