I just ran a diff on my 1.3 and 2.0 httpd.conf files and updated 2.0
accordingly. I guess that would make my favorite httpd.conf configuration
tool pico.

Look at where those options are set, if its in the main server area, that's
where they will apply
if you have something set in the userdir area like
Options none # this may be omitted totally
etc etc
then that is why the option wont run on your userdir
