I edited the interface as suggested. No
difference.
I tried to edit /etc/sysconfig/network-scripts/ppp0 but was advised: No
such file or directory
I found USERCTL= in /etc/sysconfig/network-scripts/ifcfg-pppo and it was
already marked as =yes.

Try editting the interface in netcfg, and set the "Allow any user to
(de)activate interface" option on. Alternatively, edit
/etc/sysconfig/network-scripts/ppp0 and set
USERCTL=yes
Thereafter, use the
$ /sbin/ifup ppp0
from command line to activate the interface (the example here
