Also, with reference to a previous post of mine about vsftpd.. I did
/sbin/chkconfig vsftpd on
as root, then restarted xinted
xinetd -restart
but vsftpd still doesnt start up (I can't connet).

You can set their shell to something like /bin/false ala
usermod -s
