These symptoms look a lot like someone has email access to the web. (only
email)...
Our hospital has many accounts with email only access. How would such an
account ever get off a list like this one??

Did you make sure to use the "https://" at the beginning of the URL? It
is a secure site, so going to "http://" won't get you there.
