All The problem is wind noise on the 147.240 duplexed repeater antenna. Tower has a ladder with a wire rope safety cable running top to bottom with a guide midway. After using the IFR to generate a noisy signal, a soft mallet was used to strike the antenna, tower legs, and finally the ladder.
