Hi, Robert. When you mount concrete anchors in concrete you are supposed to drill all the way through the concrete in case something goofs up, you can pound the anchor portion through the concrete and get a larger anchor. Can you drill into the floor and install a lead anchor and screw a bolt

If I were offered a fee site I think I would do my best to comply with what the site owner wants. Taking the wheels off the cabinet shouldn't be real difficult. Put it up on 2x4 wood blocks and take the wheels off. then remove the 2x4s one by one to lower it to the floor. I don't think you'
