Are you using Review Board for development purposes or for a production
server? Because it doesn't sound like you were using the documented install
methods. You generally don't want to download the tarballs and run setup.py
develop. If you're looking to do development on Review Board, you should be

doing ./setup.py develop.

I'm installing Review Board. I have downloaded it and installed
